早在2009年12月8日,美國國會(huì)就已經(jīng)通過法案,紀(jì)念朝鮮戰(zhàn)爭60周年。我們呢?
應(yīng)邀去北京電子科技學(xué)院講"不戰(zhàn)而屈人之兵",感覺其中關(guān)于美國紀(jì)念朝鮮戰(zhàn)爭50周年的材料還是10年前的。于是想看看10年過去,人家對(duì)朝鮮戰(zhàn)爭的態(tài)度有沒有變化。一查,查到美國國會(huì)早在2009年12月8日,就已經(jīng)通過法案,紀(jì)念朝鮮戰(zhàn)爭60周年。其中一項(xiàng)主要內(nèi)容,是要求美國國防部長"計(jì)劃、發(fā)展并執(zhí)行在2010年、2011年、2012年、2013年期間每一年的紀(jì)念朝鮮戰(zhàn)爭60周年的項(xiàng)目和活動(dòng)"。如10年前一樣,朝鮮戰(zhàn)爭60周年的紀(jì)念活動(dòng)在美國也將持續(xù)三年。也如10年前一樣,國會(huì)法案提出建立一個(gè)專門的紀(jì)念委員會(huì)來組織實(shí)施紀(jì)念活動(dòng)。
不知為什么,沒見到任何中國媒體對(duì)這條新聞的報(bào)道。
中國方面,見到有政協(xié)委員羅援將軍在兩會(huì)期間提出了應(yīng)當(dāng)隆重紀(jì)念抗美援朝60周年的提案。但是不知道是否獲得通過。
而美國則是以國會(huì)法案的立法方式,來紀(jì)念這個(gè)事件,并明確規(guī)定,紀(jì)念活動(dòng)要感謝并表彰朝鮮戰(zhàn)爭老兵;向老兵的家屬們的犧牲和貢獻(xiàn)致以敬意;突出朝鮮戰(zhàn)爭期間進(jìn)行的和軍事研究有關(guān)的技術(shù)、科學(xué)和醫(yī)學(xué)方面的進(jìn)步;提供武裝力量對(duì)美國做出的貢獻(xiàn)的信息;承認(rèn)美國的盟友在朝鮮戰(zhàn)爭期間的貢獻(xiàn)和犧牲。
而朝鮮戰(zhàn)爭,在美國曾經(jīng)被稱為"被遺忘的戰(zhàn)爭"。
在我們這里呢?
是毛主席英明決策出兵朝鮮抗美援朝,是我們的志愿軍將士在朝鮮戰(zhàn)場(chǎng)浴血奮戰(zhàn),才換來了中國幾代人的和平,才贏得了全世界對(duì)新中國的尊敬。難道今天的我們,連紀(jì)念前輩功勛的勇氣都沒有了嗎?

Mr. SAM JOHNSON of Texas introduced the following bill; which was referred to the Committee on Armed Services
A BILL
To provide for the commemoration of the 60th anniversary of the Korean war.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘Korean War 60th Anniversary Commemoration Act of 2009'.
SEC. 2. KOREAN WAR COMMEMORATION.
(a) In General- The Secretary of Defense shall--
(1) plan, develop, and execute programs and activities to commemorate, during 2010, 2011, 2012, and 2013, respectively, the 60th anniversary of each year of the Korean War;
(2) encourage private organizations and State and local governments to organize and participate in activities, during 2010, 2011, 2012, and 2013, respectively, commemorating the 60th anniversary of each year of the Korean war;
(3) facilitate and coordinate programs and activities throughout the United States, during 2010, 2011, 2012, and 2013, respectively, relating to the 60th anniversary of each year of the Korean war; and
(4) establish a committee to assist with the commemoration of the 60th anniversary of the Korean war.
(b) Commemoration Activities- The programs and activities referred to under subsections (a)(1) and (a)(3) shall--
(1) thank and honor the veterans of the Korean war;
(2) pay tribute to the sacrifices and contributions of family members of veterans, especially those who lost family members in the Korean war;
(3) highlight advances in technology, science, and medicine related to military research conducted during the Korean war;
(4) provide information about the contributions of the Armed Forces to the United States; and
(5) recognize the contributions and sacrifices made during the Korean war by allies of the United States.
(c) Acceptance of Voluntary Services-
(1) IN GENERAL- Notwithstanding section 1342 of title 31, United States Code, the Secretary may accept from any person voluntary services to be provided in furtherance of the programs and activities under subsection (a).
(2) COMPENSATION FOR WORK-RELATED INJURY- A person providing voluntary services under this subsection shall be considered to be an employee for the purposes of chapter 81 of title 5, United States Code, relating to compensation for work-related injuries. Such a person who is not otherwise employed by the Federal Government shall not be considered a Federal employee for any other purposes by reason of the provision of such service.
(3) INCIDENTAL EXPENSES- The Secretary may reimburse a person providing voluntary services under this subsection for the incidental expenses incurred by such person in providing voluntary services under this subsection. The Secretary shall determine which expenses are eligible for reimbursement under this paragraph.
