翻譯了一篇第五國際上的一篇文章,是9月29日布魯塞爾群眾示威游行的傳單。本人大二學生,學識淺陋,謬誤不免,望多見諒。

Down with austerity and the governments who implement it!  

打倒緊縮政策及其始作俑者  

  

Across Europe, from Latvia to Portugal, governments are imposing savage austerity programmes that will cut millions of jobs, slash wages and pensions in the public sector and massively reduce vital social services, in welfare, health and education.  

從拉脫維亞到葡萄牙,穿越整個歐洲,所有政府都在強行施加粗暴的緊縮計劃,這些計劃將會削減成千上萬的工作崗位,削減國營經濟部門的工資和養老金并將大大減少福利、衛生和教育的至關重要的社會服務。  

  

Since we all face this attack and our governments are concerting their action, it was high time indeed that the European Trades Union Congress called today's demonstration in Brussels. It is brilliant that the unions of four European countries - Greece, Italy, Portugal and Spain - are organising general strikes today. This is a real step forward, but it is far from sufficient.

But we need to ask ourselves: Why did the ETUC not call for such action throughout Europe? Why are there so many national federations that have hardly mobilised at all for today?

It is because the leaders of the large union federations still hope that they can repel the attacks through negotiations with the governments who are attacking us. The most cowardly of them even say some cuts are unavoidable. Others want to convince governments and bosses that a moderate wage increase would not only help the workers, but also ensure that the capitalists can sell their goods. In short, they want to convince our rulers to introduce a “social” policy which will ensure growth, jobs and profits for European industry and commerce.  

這是因為各大聯盟成員的領導人仍然希望通過與攻擊我們的政府們談判來擊退進攻。他們之中最懦弱的竟然承認部分削減是不可避免的。其他的人想要說服政府和老板們,工資的穩健增長將不只幫助工人們,也將確保資本家可以出售貨物。簡而言之,他們想要說服我們的統治者采用一個將確保歐洲工商業發展、工作崗位和利潤的“社會”政策。  

  

Such appeals will not impress the ruling class - but they may well disorient, confuse and divide us. That is why such a policy and strategy must be rejected completely. The financial crisis and the most severe global recession since the Second World War left governments with huge public debts after they bailed out the banks and corporations. Now they are determined that those debts will be paid off by slashing jobs in the public sector and withdrawing social services. International financiers hold them to this by threatening a new round of currency speculation, as we saw in Greece.  

這樣的懇求入不了統治階級的法眼——但卻很可能使我們迷惑、混亂和分裂。這就是為什么這樣一個政策和策略必須被完全地加以反對的原因。二戰以來的金融危機和最嚴峻的全球衰退,在政府們幫助銀行和企業擺脫困境之后,留給了政府們一筆巨大的公共債務。現在他們決定這些債務應該由國營經濟部門大幅削減的工作崗位和社會服務的下臺來償還。國際金融家以威脅發動新一輪的貨幣投機來威脅政府們這么做,就像我們在希臘看到的。  

  

Even more importantly, what we face is not only a crisis of the financial system, not only a crisis of neo-liberal policies, but a fundamental crisis of capitalism itself. Within this system, the crisis can only be solved at the expense of the working class, the peasants, the poor, the migrants and youth.  

更重要的是,我們所面對的不僅僅是一場金融體制的危機,也不僅僅是新自由主義政策的危機,而是資本主義自身的根本危機。在這個體制中,危機的解決只能以工人階級、農民、窮人、移民和青年為代價。  

  

We can only prevent this if we co-ordinate our actions throughout Europe and across the globe; if we take on those who led us into the crisis and now demand that we must pay for it - the large banks, the financial institutions, the multi-national corporations.  

只有我們協調整個歐洲乃至整個世界的行動,只有我們對付那些把我們帶入危機而且現在決定讓我們來還債的人——大銀行、金融機構和跨國公司,才能阻止這個陰謀。

The fight back is already growing. Greece has led the way with six one-day general strikes in 2010 so far. On June 8, the two largest union federations in Spain called out 2.3 million public sector workers in a one-day strike. Four days later, thousands marched in Rome to protest against austerity measures such as cuts in funding to local authorities and freezing salaries in the public sector.  

反擊正在進行!2010年以來希臘至今已經示范了六場一日大罷工。在6月8日,西班牙的兩個最大的聯盟盟友就喚起了230萬國營經濟部門的工人舉行了一日罷工。四天后,數千人在羅馬游行對諸如削減地方政府資金和凍結國營經濟部門薪金這些緊縮措施提出抗議。  

  

On the same day, tens of thousands protested against Germany's biggest austerity drive since World War Two after Chancellor Angela Merkel's cabinet unveiled plans for 80 billion euros in budget cuts. On June 25, the CGIL, Italy's biggest union with 6 million members, held rallies in Rome, Milan and other cities. Now, FIOM - the metal workers' union, and other unions, are planning a nationwide strike and demonstration on October 16.

In France, on June 24, unions held nationwide strikes and hundreds of thousands of workers took to the streets to protest against the pension reform and, on Sept 7, two million took part.

It is on these actions that we must build in order to  

• Make the rich pay!
• No to ALL cuts. Down with the austerity programmes!
• Defend every public service, every job, every wage and pension level !
• Give the unemployed well-paid and socially useful jobs. For a 30 hour working week with no loss of pay!
• For a massive publicly funded programme of building and equipping homes, hospitals, and schools - all under workers' and service users' control!
• Cancel the state debts! Nationalise the banks with no compensation and under workers' control!  

我們必須進行這些行動目的就是:  

•讓富人還債!  

•向所有的削減說不。打倒緊縮計劃!  

•保衛每個公共服務、每個崗位、每項工資和養老金水平!  

•向失業者提供待遇優厚且有益社會的工作。為了每周30小時工作且不降薪金!

Organise councils of resistance

To enforce such a programme, we need to organise ourselves locally, regional, nationally and internationally. We need organisations, like the Coordinations that French workers built in their fight against the last round of government attacks, which can bring together all those who want to fight austerity and the governments who implement them.  

為了執行這樣的項目,我們必須在本地、地區、全國和國際范圍內把我們自己組織起來。我們需要組織,就像法國工人建立的抵抗最近一輪政府攻擊的協會,可以把所有與緊縮政策和實行之政府斗爭的人團結在一起。  

  

In every town and city, in every country, we must create councils or committees of action - made up of delegates from the workplaces, the unions, the schools and colleges, the organisations of migrants, women and youth - to lead the fight back.

In the unions, we need to fight for a policy of direct action to stop the attacks through strikes, occupations and political general strikes throughout Europe.

We demand from the ETUC and the large union federations that they end their policy of appeals to the governments, and instead lead the co-ordination of industrial action. To ensure this, we need to organise ourselves in the unions in rank and file movements which can force the leaders to act or, if they refuse to stand up against the bosses and their governments, to initiate and lead struggle without them.  

我們要求歐工聯和較大的聯盟成員停止他們懇求政府的政策,取而代之的應是領導協調勞工行動。為了確保如此,我們需要把我們自己組織在能迫使領導者們行動的民眾運動中,如果他們拒絕站起來反抗老板們和他們的政府們,我們就擺脫他們自己發起和領導斗爭!  

  

In this way we can, and must, build up a Europe wide coordination of resistance - Tous Ensemble!  

只有這樣我們才能,而且一定能,建成一個全歐的抵抗組織——萬眾一心(2002年世界杯法國隊隊歌)!  

  

We must take the power to change the world.  

我們必須取得權力改變世界!  

  

The struggle we have to wage is a political struggle - against the governments of Europe and the bankers and industrialists they serve. It will require all-out, indefinite strike action, general strikes - to force them to back down or to bring these governments down.  

我們必須開展的斗爭是政治性斗爭——反對歐洲的政府和他們服務的銀行家工業家。這需要全力的、無限的罷工行動,總罷工——以迫使他們讓步或者推翻這些政府。  

  

This will raise the question, Who rules in society? Whose anti-crisis programme is to be imposed? Is it to be the capitalists' programme of cuts - or a working class programme to make the rich pay, to bring millions back into work with a minimum wage and reduced hours without loss of pay?  

因而就有這么一個問題:誰才是社會的支配者?誰的反危機計劃將會被推行?會是資本家們的削減計劃——還是個讓富人還債,讓數百萬人能夠重新獲得工作,能保證最低工資、縮短工作時間,而不減少薪酬,屬于工人階級的計劃?  

  

To implement such a programme, we have to break the control of big business over the wealth of our countries and expropriate the large banks and financial institutions under workers' control.  

為了實行這樣一個計劃,我們必須打破大企業對國家財富的控制并沒收大銀行和金融機構使之納入工人的控制中。  

  

For this, we need to fight for workers' governments based on our fighting organisations, councils of resistance and self-defence of our strikes and occupations, not on the bureaucratic apparatus of the capitalist state that will try to sabotage any meaningful measure against our rulers.  

為此,我們需要為建立工人們的政府而戰斗,這些政府應該基于我們的戰斗組織,抵抗委員會和我們罷工的自衛組織及我們的日常活動,而不是基于試圖破壞我們反對統治者的一切進步措施的資本主義國家的官僚機器。  

  

In short, we need a government that fights for a United Social States of Europe, that acts as a lever to bring about a socialist revolution and transformation of society - a society, whose economy is not directed to maximising profits for the few and poverty and exploitation for the many, but which is based on democratic planning according to people's needs.  

簡而言之,我們需要這樣一個政府:為建立一個歐羅巴社會主義合眾國而戰斗,并扮演帶來社會的社會主義改革和革命的杠桿——這個社會,它的經濟不會導致少數人獲得最大利潤而大多數人只有被剝削和貧窮,而會基于取決于人民需求所制定的民主計劃。  

  

Militant trade unions, mass organisations and social movements will play key roles in this if they adopt policies of determined class struggle and internationalism. But, to bring together all those workers, youth, migrants, women and other activists who want to fight for such a perspective, we also need a political organisation, a new anti-capitalist, revolutionary party that can make another world - a socialist world - possible.  

充滿斗志的工會聯盟,群眾組織和社會運動如果采取堅定的階級斗爭和國際主義的政策,必將在此之中扮演關鍵角色。但是,為了團結所有的為了這個遠景而奮斗的工人、青年、移民、婦女和積極分子,我們還需要一個政治組織,一個能使另一個新世界——一個社會主義世界——成為可能的反資本主義的革命政黨。
